Senate Dem Calls Biden's $3.5 Trillion Plan 'Fiscal Insanity', Agenda in Jeopardy as Democrats Can't Unite

"We're obviously at a precarious and important time in these discussions," said White House Press Secretary Jen Psaki Wednesday.

Most Democrats support the separate $1.2 trillion infrastructure bill to shore up roads, bridges, power plants and internet. It cleared the Senate with bipartisan support in July. But Sen. Bernie Sanders (I-VT) is encouraging progressive House Democrats to withhold their support for it until they have assurances the Senate will pass the Democrat-only budget reconciliation bill, too.

"If we just go forward with the physical infrastructure bill, it is very possible that nothing will happen with reconciliation and that would be a terrible shame," Sanders said.
House Speaker Nancy Pelosi (D-CA) may withdraw a planned vote on the $1.2 trillion infrastructure bill that was scheduled for today if she feels it won't pass due to progressives withholding their support, and she won't bring the larger $3.5 trillion budget reconciliation bill to the House floor for a vote if she's not confident it will pass the Senate, too.

"We're not proceeding with anything that doesn't have agreement between the House and the Senate," Pelosi told reporters. (Breaking Christian News) Read more.

 Florida is suing the Biden Administration to end "catch and release" policies that are allowing criminal illegal aliens to go free in violation of federal law, threatening the safety of Florida's residents.  
  • Nebraska State Treasurer John Murante is refusing to enforce Biden's new rules that would require banks to report all transactions of $600 or more to the IRS.  The regulation is funded with $79 billion in the $3.5 trillion reconciliation bill, dramatically expanding the size and scope of the IRS. 
 The Republican National Committee is suing to block legislation in Vermont that allows noncitizens to vote in local elections.  
  • RNC officials are vowing to be far more aggressive with poll watching efforts and lawsuits to counter voter fraud and to ensure election integrity in 2022 and beyond. 
 Special Counsel John Durham issued more subpoenas to Hillary Clinton's campaign law firm.  It seems the Russia hoax investigation isn't wrapping up anytime soon.  Justice may still be possible.

Canary Islands: Volcano intensifies

Intensifying volcanic explosions have forced the airport on the Spanish island of La Palma to be closed. The Cumbre Vieja volcano started erupting last Sunday with thousands evacuated and more than 350 homes destroyed.  A thick plume of smoke now extends four kilometres (2.4 miles) into the air.

Clouds of thick ash have made flights out of the airport impossible, authorities said on Saturday. The closure has prevented some leaving the island's airport, which mostly handles many tourist flights and connections to other islands in the Canaries. Long queues formed at the terminal as flights were cancelled, and some travellers tried to get ferries off the island.

The volcano is entering a fresh explosive phase, spewing lava from a newly opened vent, officials say. Airport operators say ash accumulation has made the airport "inoperative", but that a clean-up operation is underway. Workers are sweeping volcanic ash from the runway.

On Friday, firefighters said they were withdrawing from the area "due to the intensification of explosive phenomena".  No fatalities have been reported.  Some 1,000 people in Tajuya, Tacande de Abajo and Tacande de Arriba were told to evacuate on Friday due to the intensifying volcanic activity.

Spanish Prime Minister Pedro Sánchez said on Friday that the cabinet would next week declare the island a "catastrophe zone".  The Canary Islands government has already announced a first round of financial aid for people who have lost their homes.  The volcano lies in the south of La Palma island, which is home to around 80,000 people.

In Context: Legislative Rock Paper Scissors
There are three items at hand in Washington right now, each of which has similarities to items in the zero-sum game Rock Paper Scissors: the bipartisan infrastructure bill (rock), the partisan budget reconciliation option (paper), and the debt limit (scissors). Each one of these items is functioning as leverage over another.

With slim majorities in both chambers, Democrats decided to split the Biden agenda into that which could get bipartisan support, to meet higher Senate vote requirements, and everything else for which they have only one more opportunity to pass legislation with 50 votes plus the VP tiebreaking vote.

Senate Republicans and moderate Democrats saw the $3.5 trillion price tag of the budget reconciliation bill and decided they would have no part in that, including having nothing to do with any attempt to raise the debt ceiling that would allow for that rapid spending increase. Scissors cuts paper.

The House had previously committed in August to vote on the bipartisan infrastructure bill this week. However, with Speaker Pelosi committed to never allowing a bill on the floor that doesn't have the votes to pass, that commitment was not met due to progressives withholding support for it until the massive reconciliation bill is passed. If enough Republicans in the House would go along with the moderate half of the House Democratic caucus in passing only the bipartisan infrastructure bill, without passing budget reconciliation, Senate Republicans might go along a debt ceiling increase if leverage to pass the excessive reconciliation bill was sufficiently removed. Rock crushes scissors.

The Senate has passed the bipartisan infrastructure bill. The House has passed a debt ceiling increase. Neither house of Congress has a majority to pass the other things. Democrats believe their entire agenda is riding on their one remaining budget reconciliation opportunity. They are trying to decide how much to include and exclude in order to get enough votes for it to pass. That's hard when the minimum for some is higher than the maximum for others.

Everything else is either being put on hold or temporarily extended while Congress negotiates. If no one makes a move first, the calendar does. Treasury Secretary Yellen has notified Congress they have until Monday, October 18, 2021, before the U.S. government cannot meet all its financial obligations. Assuming Congressional leadership leaves Members 72 hours to read legislation before voting on it, a final draft must be ready on Thursday, October 14, in order to pass and become law prior to 10/18.

Not enough Democrats yet are willing to give up what they view as the all-encompassing reconciliation opportunity in order to pass a debt limit increase by 10/18. Yet, if they don't, afterwards budget reconciliation may no longer offer a spending increase opportunity anyway.

Father, you are the God who makes the decision when the lot is cast. You are the God who can make a way when we can find no way on our own. Father, give Members of Congress and the American people humility about the time in which you have us alive, and may we see Your purposes in these circumstances and what you would have us do: turn to You.

We present a different prayer focus each week, leading us into repentance, so that we might approach His Throne of Grace in repentance, presenting ourselves to Him as a pure and a spotless Bride, without spot or wrinkle. (Ephesians 5:27)

Praying together, we desire to fulfill the mandate of Psalm 139:

" Search me, O God, and know my heart; Try me, and know my anxieties; 24 And see if there is any wicked way in me, And lead me in the way everlasting." Psalm 139:24
