In Context: The National Debt Limit
Of the many issues facing Congress this month, there's one that affects them all: the debt ceiling.

The United States debt limit has never been allowed to have its intended effect on Congress.

Every time U.S. Federal spending has come near the statutory limit, the limit has either been raised, suspended, or precipitated a crisis that led to the sequester. Spending increases have usually been gradual, relatively speaking, and the proverbial frog in the pot has not noticed the water is coming to a boil.

In a single year, in response to the coronavirus, federal spending increases are no longer gradual. The supplemental spending now proposed rivals the size of all annual federal spending, a noticeably significant portion of the entire U.S. economy.

Senate Republicans feel like the frog is being tossed into a boiling pot and are ready to keep it out. They're saying, No, you are not going to raise the debt limit to suddenly double this year's federal spending with our help. They're ready for the debt limit to actually do some limiting.

Congressional Democrats are interpreting this as a political maneuver because they're remembering other times when (a) similar things have been said before—when spending increases were gradual—and (b) in the end enough Republicans went along with a debt increase, even if at the last minute.

With spending still exceeding revenue, there are three possible variables to adjust: tax revenue, spending, and the debt limit.
(3) As noted, Republicans are ready for the debt limit to have some teeth.
(2) Democrats are moving in the opposite direction of spending cuts.
(1) There's no way tax increases could meet the moment by the end of next month, especially when the President is threatening the jobs of millions of Americans who are refusing injections which would reduce income tax revenue.

Democrats are desperate for a visible Biden accomplishment and are of no mind to reverse course. In their minds, if they can't pass their priority legislation, they claim new spending is being cut even before it is spent. A mere proposal of new spending is sufficient grounds for speaking of not funding that proposal as if those who would receive that funding are already being denied.

For instance, there is no federal child care program, yet Speaker Pelosi already speaks of not creating that program as if it's being taken way: “Where would you cut? Child care?” 

There's no clear path out of this situation, and there's no guarantee we make it out unscathed. As the Treasury's measures become more extraordinary, they could begin to include simply and randomly not making expected payments to funding recipients and creditors. If the debt ceiling holds, failing to cut spending would mean spending gets cut anyway.

Failure to pay on our debts would have negative far-reaching and paradigm-shifting consequences. Usually laws that come from the American Congress mostly affect Americans. However, when laws affect the currency, to which many other nations have also aligned themselves, the consequences would be significantly magnified. Never before have the decisions of so few had the potential to affect so many. The decisions before the 535 Members of Congress on these matters will literally affect billions of people all over the world.

Politically, Democrats would view cutting spending as total capitulation while holding the Legislative and Executive Branches of the Federal government. That's only true if fiscal laws of gravity are Republican inventions, an idea that would give Republicans more credit than they deserve. Even those who view Congress' power over monetary policy as justifying less restraint on spending still recognize Congress must also keep inflation restrained.

The only answer to this situation is humility, and someone has to go first. We will either humble ourselves, or we will reap what we have sown and be humbled even more.

Father, we ask you to give lawmakers the will to humble themselves and take actions that are necessary to address the rapidly approaching fiscal reckoning. We ask that you would give humility to the prognosticators of the land to admit giving false hope, reasons, and pride for not doing what You see is needed at this time.
