Bill Wouldn’t Let Biden Administration End Key Border Authority Unless National Emergency is Over

A group of Democrat and Republican senators on April 7 introduced a bill (draft text) that if passed would not allow President Joe Biden’s administration to end the Title 42 emergency border order unless the president declares an end to the COVID-19 national emergency declaration. Sens. Mark Kelly (D-Ariz.) and James Lankford (R-Okla.) are among the 11 senators behind the legislation.

“The Biden administration was wrong to set an end date for Title 42 without a comprehensive plan in place. It’s why today we are introducing bipartisan legislation requiring this administration to implement a plan before lifting Title 42 that protects the public health and safety of our border communities and migrants. We need a secure, orderly, and humane response at our southern border and our bipartisan legislation holds the Biden administration accountable to that,” Kelly said in a statement.

The Centers for Disease Control and Prevention, after consulting with top immigration officials, announced on April 1 that it will terminate the emergency order on May 23. The order, in place since March 2020, has allowed U.S. authorities to quickly expel many illegal immigrants because of concerns the aliens have COVID-19. Officials said the order “is no longer necessary” in part because of “highly effective vaccines and therapeutics.”

The planned withdrawal of Title 42 triggered a lawsuit from several states, with attorneys general noting the disparate treatment of immigration enforcement and Americans. “COVID is either over or it’s not,” Louisiana Attorney General Jeff Landry, a Republican and one of the plaintiffs, told The Epoch Times. The senators’ bill pushes back against ending Title 42 along the same lines, tying the order to the U.S. national emergency over COVID-19.

Biden extended the emergency in February, asserting the pandemic “continues to cause significant risk to the public health and safety of the nation.”

If the bill is passed, Title 42 could not end until at least 60 days after the national emergency is declared over. After such a declaration, the bill says the Department of Homeland Security must submit to Congress within 30 days a plan outlining the impact of ending Title 42—an influx of illegal immigrants is expected.

“The Biden administration is declaring the pandemic over on our southern border but still active on our healthcare workers, military, and travelers,” Lankford said in a statement. “They cannot have it both ways. If they think it’s safe enough to lift Title 42 at the border, then it must be safe enough to lift the COVID-19 state of emergency on the whole country. But when we drop Title 42 at the border, DHS must also implement a workable solution to expel migrants.”

- Father God, we thank You for the wisdom being demonstrated by this bipartisan group of senators in writing this legislation. We see this move as a direct answer to our prayers for them, and we thank You for directing their thoughts accordingly.  Lord God, we ask for quick passage of this bill, so that Title 42 cannot be implemented, as scheduled. It is true: if the pandemic is still dangerous and active to our healthcare workers, our military and our travelers, then it is still active at our southern border. Praise You, Lord, amen and amen.

  • Attorneys general in Arizona, Louisiana and Missouri are suing to stop the Biden Administration from ending enforcement of Title 42, which allows for immediate deportations of illegal aliens during a public health emergency. Without Title 42, it is estimated that more than 500,000 illegal aliens will cross the southern border every month.
South Dakota Gov. Kristi Noem signed an executive order to end the use of critical race theory in the state's public schools.
  • A Louisiana court reinstated a lawsuit by Attorney General Jeff Landry against Zuckerberg-funded groups that colluded with the left in the 2020 election.
A Pennsylvania court ordered the state to reveal the number of foreign nationals on the Pennsylvania's voter rolls. The legal number is 0. Rep. Fred Upton (R-MI) announced his retirement. He is the fourth Republican who voted to impeach President Trump to retire rather than seek reelection this year.

Last night we received the latest edition of the International Prayer Alert, from John Robb.

As we reviewed all of his writings, we were thrilled to read the following news:


This Tuesday, Ukrainian and Russian Christian leaders will meet with one another to have a reconciliation prayer experience together, hopefully confessing the sin of their peoples and asking forgiveness of the Lord and one another. This is extremely important since we as intercessors, a “royal priesthood”, have authority to “stand in the gap” so that nations are not destroyed (Ez. 22:30). Would you please pray for this gathering and a few of us from other nations that will help to facilitate it? Please pray for John 17 unity with the realization that they are members of Christ’s eternal family, a relationship that transcends all earthly allegiances. May His strong anointing, protection, and guidance characterize this gathering and may it be the beginning of a process of healing and deliverance for these two nations.

In Context: Building for Eternity
This year Good Friday and Tax Day are the same day.

It’s easy to mistake one as being about eternal things, and the other as only being about temporary things. In truth, both can be about eternal things.

In the well-known passage about eternal rewards (1 Corinthians 3:8-15), actions with the wood, hay, and straw can have as much of a possibility of lasting for eternity as actions with the gold, silver, and precious stones. The
difference is in the foundation on which we are building—Jesus Christ.

Any eternal treasure laid up in heaven is stored there using the temporary things of earth. If you pay your taxes with integrity because of the integrity of Jesus Christ, you are building on the foundation of Jesus Christ.

Some may object asking a question Jesus asked, “if you do good to those who do good to you, what credit is that to you? For even sinners do the same” (Luke 6:33). They are correct. Now, think about those paying their taxes with integrity in cultures where corruption is normal and expected, or where they may be persecuted? Are they doing good expecting good in return? Then, that same action of paying taxes with integrity is more obviously done as building on the foundation of Jesus Christ.

The difference isn't in the circumstances. The difference is in the purpose: building on the foundation of Jesus Christ. The sinners that “do the same” aren't building on that foundation.

When preachers and missionaries learn the Word of God and teach it to others, they are building on the foundation of Jesus Christ.

When lawmakers, staff, lobbyists and citizens seek to make laws that honor God and are consistent with His Word, they are building on the foundation of Jesus Christ.

When businesses seek to make good products and provide good services with justice for all people because that is what God's Word teaches honors Him, they are building on the foundation of Jesus Christ.

Not all of those things make for overt evangelism, but all things built on the foundation of Jesus Christ have eternal value. One plants, another waters, and God gives the increase (1 Corinthians 3:6).

Father, we ask you to give all Americans hope and a sense of purpose beginning with this season of celebrating the Resurrection, that their actions can be done to bring you glory and hold for them eternal value. Expand our vision of understanding Your generosity explained in Your Word. Move people that need to be moved from places where they are not free to build fully on that foundation in Your Son, Jesus Christ, to places where they are fully free to build on the eternal foundation.

“Whatever good anyone does, he will receive the same from the Lord, whether he is a slave or free.” (Ephesians 6:8)
