"We're opening up our country and we have to do that. America wants to be open," President Trump said at his daily coronavirus briefing at the White House Thursday.
The president and his task force suggest states reopen gradually as their cases of COVID-19 decrease.
In phase one, churches, theaters, and some sports locations can open, but with strict social distancing.
In phase two, gatherings can increase to 50 people and travel can resume.
In phase three, life for most Americans would return to normal as health officials identified and isolated new cases.
"One careful step at a time. Some states will be able to open up sooner than others," the president explained.
For hard-hit states like New York, the process will take longer.
"The bad news is 2,000 people walked into the hospital yesterday for the first time with the disease and the worst news is 600 died yesterday from the disease," Gov. Andrew Cuomo (D) said somberly during his daily press briefing.
However, the president says states that have mostly survived the pandemic unscathed can begin taking steps to open today.
"I think 29 states are in that ball game," he explained.
And his plan is receiving positive feedback from governors on both sides of the aisle.
"I am an optimist. We can do this," said Ohio Gov. Mike DeWine (R). "We must get people back to work."

And while small businesses across the country still need help, the Paycheck Protection Program, designed to keep their employees on the payroll is officially out of money after Democrats blocked Republican efforts to replenish it because they were demanding spending on other priorities as well.
"It was so popular-the banks have been incredible," the president said.

It's not the mark of the beast, but . . .
People in America want to get back to work. Protesters in Michigan and Kentucky are saying that government lockdowns are unconstitutional. Meanwhile, the Washington, DC government has extended the lockdown for yet another month. There is a debate taking place about how to monitor people exposed to or who have had COVID-19 and how to prevent further spread of the disease. Some suggest an "immunity passport" or some such monitoring of your daily movements in order to return to work. These systems tracking who is infected and who isn't are being created in other countries, South Korea, Singapore, and none other than China. And these systems are being pitched here in the United States.
This is an inherent problem with government health care. It opens the door to people control. The government could try to implement a monitoring system as it brings the economy back to work. Certainly, the Democratic leadership, the news media and some high-tech big business that stands to make trainloads of money, are in favor of such a system. And they will attempt to trample your constitutional right to privacy using public health concern scare tactics. Apple and Alphabet's Google say privacy and security are top priorities as they collaborate to activate such immunity passports to track "the virus" using cell phones. The app actually can notify other app uses of an infected person within 10 feet.
The access to this data is a huge question. Google and Apple say that the personal data remains on the user's phone and disappears after 14 days. In light of the Obama Administration's agreements with these tech giants to mine private data, how does anyone believe their personal data is safe from exploitation? Essentially, this system and others have the ability to identify both the infected and the non-infected. Conspiracy theories abound about Microsoft founder Bill Gates developing a chip technology carrying your personal health data. While President Trump has cut US funding of the World Health Organization, the Gates Family Foundation increased its WHO funding by $250 million. A White House insider with knowledge of the situation tells me that the President is against government-mandated tracking of private citizens.
Beginning with social security numbers and beyond, people have sounded alarms about these things being used as the mark of the beast as found in Revelation. They are not. Maybe they are a type and shadow, but they are not the mark of the beast. The mark of the beast as prophesied in Revelation is required to buy, sell and not be killed, but it also requires worship of the beast as God. Revelation 20:4 says, "And I saw the souls of them that were beheaded for the witness of Jesus, and for the word of God, and which had not worshipped the beast, neither his image, neither had received his mark upon their foreheads, or in their hands." While government tracking is a horrible violation of privacy, it is not the mark of the beast, which would be taken as an openly conscious decision to deny the one true God and worship the beast.

District of Columbia Mayor Muriel Bowser yesterday ordered a one-month extension of the state of emergency, as cases in the region grow at a rapid pace. Federal officials in the nation's capital expect a New York-like epidemic in the District, Maryland and Virginia, one that could potentially cripple the government.
"No one wants to talk evacuation, especially when there's nowhere to go," says a senior military officer working on continuity of government planning; he requested anonymity because he is not authorized to speak on the record.
But a little-known military task force charged with evacuating Washington has already been activated, a task force charged with the most sensitive government mission of "securing" Washington in the face of attackers, foreign and domestic-and if necessary, moving White House and other key government offices to alternate locations.
Activated on March 16, Joint Task Force National Capital Region (JTF-NCR) is chartered to "defend" Washington on land, in the air, and even on its waterfronts. The special task force, the only one of its kind in the country, demonstrates how there are two sides of government preparedness. The public face, and even the day-to-day work of most men and women assigned to JTF-NCR, is the same as it is everywhere else in the country-medical support, delivering supplies, manning health-check stations.
But behind the scenes, JTF-NCR is responsible for what the military calls "homeland defense": what to do in the face of an armed attack on the United States, everything from guarding Washington's skies to preparing for the civil unrest that could occur if a nuclear weapon were detonated in the capital. But most immediate, JTF-NCR is charged with facilitating continuity of government, particularly moving civil and military leaders to secret locations were the order given to evacuate the city. 2. Trump taps members of Congress to advise on reopening - The Hill
President Trump has asked a bipartisan group of lawmakers to join a panel tasked with determining how to reopen the U.S. economy, which has been hard hit by the rapid spread of the coronavirus. The administration's invitations went to Republicans and Democrats in both chambers, multiple sources confirmed to The Hill. The White House issued an announcement later Thursday afternoon naming 32 House members and 65 senators to the panel and calling it the "Opening Up America Again Congressional Group."
Among those invited were Senate Democratic Whip Dick Durbin (Ill.) and Sens. Mark Warner (D-Va.), Martin Heinrich (D-N.M.), Dianne Feinstein (D-Calif.), Maggie Hassan (D-N.H.), Patrick Leahy (D-Vt.), Tammy Duckworth (D-Ill.), Jacky Rosen (D-Nev.) and Angus King (I-Maine), who caucuses with Democrats.
Republican senators involved include Majority Leader Mitch McConnell (Ky.) and Sens. Rob Portman (Ohio), Josh Hawley (Mo.), John Barrasso (Wyo.), Susan Collins (Maine), Rand Paul (Ky.), Lamar Alexander (Tenn.) Marsha Blackburn (Tenn.), David Perdue (Ga.), Kelly Loeffler (Ga.) and John Kennedy (La.).
In fact, all Senate Republicans except for Sen. Mitt Romney (Utah) were among the names issued by the White House later Thursday. (Read more)

3. As Pandemic Lingers, US House Looking 'Very Closely' at Remote Voting - Reuters
The U.S. House of Representatives is looking "very closely" at how its members could vote from outside the Capitol as a coronavirus-forced recess looks poised to last into at least next month, the chamber's No. 2 Democrat said on Wednesday. That marks a change from recent weeks when both Democratic House Speaker Nancy Pelosi and Senate majority leader Mitch McConnell, a Republican, were publicly dismissive of calls for remote voting.
The coronavirus outbreak, which has killed more than 28,000 Americans and thrown more than 16 million out of work, has increased the urgency for Congress to adapt its working style as leaders of both parties say they need to authorize more money to fight the disease's heavy human and economic toll.
House majority leader Steny Hoyer said none of the leaders of Congress want remote voting to be routine. "But in an emergency situation . . . we ought to have an alternative," he told reporters on a conference call. "I want to assure you and the American people, it's being worked on very hard." Leaders are looking at some of the technological ways remote voting could be done, Hoyer said. (Read more)

4. Midwestern states have formed a 3rd coalition to reopen the economy - Business Insider
Another multistate coalition is forming to coordinate measures to reopen the economy.
After seven Northeastern states and three Western ones formed their own megalopolises last week, seven Midwestern governors announced they will follow suit in a news release on Thursday. The group will consist of Michigan, Ohio, Wisconsin, Minnesota, Illinois and Kentucky.
"We are doing everything we can to protect the people of our states and slow the spread of COVID-19, and we are eager to work together to mitigate the economic crisis this virus has caused in our region," the governors said in the release. "Here in the Midwest, we are bound by our commitment to our people and the community.
"We recognize that our economies are all reliant on each other, and we must work together to safely reopen them so hardworking people can get back to work and businesses can get back on their feet." (Read more)

5. Black pastors call on Trump admin. to address impact of coronavirus on minority communities - Christian Post
A group of black pastors and researchers called on the Trump administration Wednesday to address the disproportionate impact of the new coronavirus on minority communities.
"We have gathered as pastors, as faith leaders around this country to simply state that last week's headlines reminded all of us that racism is a public health issue. It has long been a matter of life and death. Sadly and immorally, we live in a country where skin color is hazardous to one's health and mortality is not determined by ones genetic code but instead by one's Zip Code," the Rev. Frederick Douglass Haynes III, senior pastor of the 12,000-member Friendship-West Baptist Church in Dallas, Texas, said during a press conference sponsored by Repairers of the Breach based in Goldsboro, North Carolina, and the Samuel DeWitt Proctor Conference based in Chicago.
The headlines Haynes alluded to include ones such as a recent report in The New York Times with preliminary data released by New York City which shows how the coronavirus is killing black and Latino people at twice the rate that it is killing white people. Nationwide data also reflect a similar trend.
"As pastors who serve in communities that are most impacted by the coronavirus crisis we have come together to issue a moral appeal to the conscience of the nation in a state of emergency in the tradition of the biblical prophets who address nations in crises and prophets in this nation such as Martin Luther King Jr and many others who fought to redeem the soul of America," Haynes said. "We appeal to those in power on behalf of communities in pain and in grief. We appeal to you to channel treatment and resources to those areas in our body politic that have suffered the most from this national infection that has allowed this virus to spread disproportionately." 6. (In Israel) Government tests 4D radar imaging to detect coronavirus symptoms - Jerusalem Post
The Defense Ministry is collaborating with an Israeli start-up specializing in four-dimensional radar imaging to remotely detect and monitor early-stage coronavirus symptoms.
Yehud-based Vayyar Imaging is working with the Defense Ministry's MAFAT (Defense Research & Development Directorate) and the Naval Medical Institute to adapt "intelligent sensors" developed by the company for remote detection and monitoring of vital signs indicating symptoms of COVID-19.
The sensors, which the company says can monitor pulse, heart rate variability and respiratory rate without the need for touch, are suitable for placement in homes, hospitals, factories, public transportation hubs and border crossings.
Tests of two monitoring systems equipped with Vayyar sensors, carried out by a national emergency team set up by the Defense Ministry, successfully analyzed the vital data of patients, the company said. (Read more)

7. Russia will 'certainly accept' Trump's 'kind' offer of ventilators, Kremlin says- The Hill
The Russian government said it would "certainly accept" President Trump's offer to donate ventilators to treat coronavirus patients in the country. Trump said Wednesday that the U.S. would be willing to send ventilators to Russia, noting that "they're having a hard time in Moscow. We're going to help them."
"Russia will certainly accept the kind offer if necessary," Russian President Vladimir Putin's 's spokesman Dmitry Peskov responded Thursday . . .
The administration also pledged to support other countries such as Italy, Spain and France, which are also facing supply shortages due to the COVID-19 pandemic.
Russia recorded 27,938 COVID-19 cases and 232 deaths within the country, with reports that officials are working to gather proper resources such as ventilators to help infected patients. The Kremlin sent the U.S. medical equipment including ventilators earlier this month, with payment divided between the U.S. government and a Russian state investment fund program. (Read more)

8. Trump administration provides $5m. aid to PA amid coronavirus crisis - Jerusalem Post
WASHINGTON - The US will provide $5 million to Palestinian hospitals to help combat the coronavirus, Ambassador David Friedman announced in a tweet Thursday night.
It's a sum that is just a fraction of the $120 million the PA needs to combat the COVID-19 pandemic and the overall anticipated $1.4 billion PA deficit in 2020.
"The USA, as the world's top humanitarian aid donor, is committed to assisting the Palestinian people [and] others worldwide, in this crisis," he said, adding that the money would go to meet immediate, life-saving needs for combating COVID-19.
This is the first time that the US has provided aid to the Palestinian Authority (PA) since US President Donald Trump cut all funding to the PA at the start of 2019. US special envoys Jared Kushner and Avi Berkowitz were supportive of the decision and agreed that despite the situation with the PA, due to the global pandemic, it would be the right thing to do. 9. Russia tests anti-satellite missile and the US Space Force is not happy - Space.com
Russia just fired an anti-satellite missile in a test of technology that the U.S. Space Force considers a threat to American orbital assets.
Yesterday (April 15), Russia conducted a test of its direct-ascent anti-satellite (DA-ASAT) missile system, which is designed to destroy satellites in low Earth orbit.
This test followed the country's on-orbit test maneuvers of two satellites that "exhibited characteristics of a space weapon," COSMOS 2542 and COSMOS 2543, which the U.S. has been closely following, the U.S. Space Force said in a statement yesterday. In February, the U.S. Space Force spotted these Russian satellites following a U.S. spy satellite, behavior that Space Force commander Gen. John "Jay" Raymond described at the time as "unusual and disturbing."
The U.S. Space Force also has serious concerns about this recent DA-ASAT missile test. "Russia's DA-ASAT test provides yet another example that the threats to U.S. and allied space systems are real, serious and growing," Raymond said in yesterday's statement. "The United States is ready and committed to deterring aggression and defending the nation, our allies and U.S. interests from hostile acts in space."
"This test is further proof of Russia's hypocritical advocacy of outer space arms control proposals designed to restrict the capabilities of the United States while clearly having no intention of halting their counterspace weapons programs," Raymond added. "Space is critical to all nations and our way of life. The demands on space systems continue in this time of crisis where global logistics, transportation and communication are key to defeating the COVID-19 pandemic."
"It is a shared interest and responsibility of all spacefaring nations to create safe, stable and operationally sustainable conditions for space activities, including commercial, civil and national security activities," he said. (Read more)

10. UK, Ireland Respond to COVID-19 by Allowing Drug-Induced Abortions at Home-Warren Wants Same in USA - CNSNews.com
The coronavirus pandemic has prompted the British and Irish governments to loosen regulations around the use of chemical abortion drugs, and now Sen. Elizabeth Warren (D-Mass.) and two Democratic colleagues want the Food and Drug Administration to do the same in the United States.
In Britain and Ireland, women wanting to end their pregnancies can now forego visits to a doctor or abortion clinic but have a consultation over the phone before the mifepristone and misoprostol pills are mailed to them.
The British Pregnancy Advisory Service (BPAS) - the "leading provider of abortion services in the U.K." - and Marie Stopes U.K. are among those offering the "telemedicine" service.
"We're really proud to be able to offer this to our clients, to help them access abortion care at a time of great uncertainty," tweeted BPAS.
Mifepristone, a synthetic steroid also known as RU-486, is taken orally, followed 24-48 hours later by misoprostol, taken orally or vaginally. Together, the drugs are reported to be more than 98 percent effective in destroying an unborn child up to two months after conception.
British authorities have given the go-ahead for home use up until 10 weeks' gestation.(Read more)

Interview: Karen Pence talks about helping her own family and others deal with the mental stress of COVID-19
For second lady Karen Pence, escaping the worries of the coronavirus pandemic might mean painting this year's Christmas card in April or having a Zoom social hour with her staff. For her husband, a game of Trivial Pursuit - which he always wins - or watching snippets of the movie "Patton" after returning from a COVID-19 task force meeting helps Vice President Mike Pence deal with the mental stress.
"So many of us are going through things we've never gone through before," Karen Pence told USA TODAY about the mental health challenges of the coronavirus. "There's no stigma to saying, 'This is really hard.'"
From passing along everyday coping mechanisms to promoting resources available for those dealing with serious struggles, Pence wants people to know that it's OK to ask for help.
She's spreading that message as the lead ambassador for a public health campaign addressing the strains on mental well-being as many people fear for their health, are losing their jobs, and are largely confined to their homes to stop the spread of the virus.
Nearly half of adults surveyed by the nonpartisan Kaiser Family Foundation at the end of March said that worry and stress related to coronavirus has had a negative impact on their mental health.
"We know what happens during and after natural disasters and economic downturns," said Barbara Van Dahlen, executive director of the President's Roadmap to Empower Veterans and End a National Tragedy of Suicide (PREVENTS). "We know what's coming and we're trying to get in front of it."
REVENTS, a three-year initiative of the Trump administration aimed at changing the culture surrounding mental health and suicide, was getting ready to roll out its strategic plan when COVID-19 hit.
The task force regrouped and created a supercharged "More Than Ever Before"campaign to tell people that tending to their emotional well-being during the pandemic is "a necessity, not an option."
"It has to become part of the response," Van Dahlen said.
Pence, an elementary school art teacher whose initiatives as second lady have included promoting art therapy and helping military families, was an early supporter of the effort.
While she's the lead ambassador, more than a dozen other "influencers" have come on board to help spread the message. Those include Surgeon General Jerome Adams, former presidents of the American Psychiatric Association and the American Psychological Association, and DJ Nash, creator of "A Million Little Things," the ABC drama about a group of friends dealing with the suicide of one of their own.
The aim, Pence said, is to saturate social media with the message that "more than ever before, you need to take care of your mental health and you need to watch out for the mental health of those that you love."

Let me begin this teaching with a short word study of three terms . . . Disorientation, Displacement, and Transposition.
DISORIENTATION: The manifestations of disorientation are: bewilderment, confusion perplexity, bafflement, stupefaction, incomprehension, and uncertainty. Disorientation arises from a sense of displacement that can lead to fear or panic.
DISPLACEMENT can quickly disorient people. To experience displacement is to experience a shift . . . a dislocation . . . being dislodged . . . being supplanted . . . experiencing a transposition.
A TRANSPOSITION means that there has been a change in normal or in the expected. It can be a reordering of normal, or a recasting of it through a sudden change in circumstances that creates the question of "Where am I?" "How did I get here?". A transposition involves a switch, a swap, an inversion, an exchange or a substitution . . . basically creating a rearrangement of life, so that normal as it has been, is now reordered, recast, relocated or shuffled to where it has become something it has not been before.
Wow!! Have we been disoriented, displaced, transposed recently? Haven't we had our lives largely, unexpectedly, rearranged since early March!?? While we have been going through this covid-19 crisis, one very common experience for people everywhere, is a feeling of disorientation. Life has changed. One commentator stated that COVID-19 messes with human respiration, with the human mind, and with the human neurological system, but also with all of human social life. How true! For some people this has been an incredibly disorienting experience. It's as if someone came along and changed "due north" on the directional compass.

I recently wrote about our television ads which shared the Gospel and encouraged people to call our 24-hour prayer line. More than 65,000 people have called, and over 3,000 people have prayed to receive Jesus Christ into their lives. Handling Life when Things Aren't Fair
Many things happen in life that aren't fair -- illness, injury, for example. Accepting those situations means focusing your strength and energy on releasing yourself to God, and letting Him see you through them rather than letting anger, bitterness, sadness and self-pity hold you in their grasp.
"And we know that in all things God works for the good of those who love him, who have been called according to his purpose." (Romans 8:28)
"Rejoice always, pray continually, give thanks in all circumstances; for this is God's will for you in Christ Jesus." (I Thess. 5: 16-18)
