1. Israeli, UAE foreign ministers meet in Berlin, which is 'honored' to host summit - Times of Israel The foreign ministers of the United Arab Emirates and Israel were meeting in Berlin on Tuesday for talks that Germany hopes will strengthen the nascent official ties between the two nations and bolster broader Middle East peace efforts in a summit that Foreign Minister Heiko Maas said it was a "great honor" to host. Foreign Minister Gabi Ashkenazi and Emirati Foreign Minister Sheikh Abdullah bin Zayed Al Nahyan were to meet, along with Maas, behind closed doors at a secluded government guesthouse on the outskirts of the German capital. While the two have spoken over the phone, this will be the first public meeting between the two senior officials.
2. Israel to advance plans for 4,400 new settlement homes, mostly outside blocs - Times of Israel After nearly eight months without meetings, the Defense Ministry body responsible for authorizing settlement construction is slated to advance plans for over 4,400 Israeli homes in the West Bank next week. The Civil Administration's High Planning Subcommittee will meet next Monday to sign off final approval for around 2,500 units, according to an agenda published by the committee on Monday. The rest will go through earlier stages of approval. Most of the construction is slated to take place in so-called "isolated" settlements, which are not part of blocs that will likely remain under Israel's control under any peace deal. The Palestinians want the West Bank - captured by Israel from Jordan in the 1967 Six Day War - for a future state.
3. Rocket fired from Gaza at southern Israel; IDF retaliates with strike - Times of Israel Palestinian terrorists in the Gaza Strip fired a rocket at Israel late Monday, the army said, without reporting any casualties or damage. Sirens sounded in areas of southern Israel neighboring Gaza to warn of the incoming fire, for which there was no claim of responsibility. The army said the projectile likely fell in an open area. Hours later, the army said an Israel Defense Forces aircraft struck a Hamas military installation in the southern Gaza Strip in retaliation for the rocket fire. There were no immediate reports of casualties.
4. Iran FM: Israel's DNA Full of Violence - Jerusalem Online Iran's Foreign Minister Mohammad Javad Zarif called on the international community to mount pressure on Israel "to promptly accede to the NPT and destroy its nuclear arsenal". "The international community must compel Israel-which has aggression in its very DNA-to promptly accede to the NPT and destroy its nuclear arsenal. And given its six decades of deception and clandestine development of nuclear weapons, it must be compelled to submit to the most intrusive inspection regime that law-abiding members of the NPT observe," Zarif said in a video message this week while addressing the head of the United Nations General Assembly.
5. AG expected to close PM Stock Affair case -Jerusalem Post Though no final decision has been made, Attorney-General Avichai Mandelblit is expected to close the Stock Affair case against Prime Minister Benjamin Netanyahu. Recommendations from the police and the state prosecution have leaned in that direction, and Mandelblit himself has been unenthusiastic about the case from the start. All of this is unofficial as a Justice Ministry spokesman told The Jerusalem Post on Tuesday that no final decision has been made.

1. Joe Biden Says if Amy Coney Barrett Overturns Roe v. Wade, He'll Make It 'The Law of the Land' - Newsweek
Former Vice President Joe Biden has said he'll move to protect abortion rights if the Supreme Court strikes down Roe v. Wade, the historic decision that protected a woman's right to have an abortion.
The Democratic presidential nominee told an NBC News town hall in Miami on Monday that if the historic ruling on abortion is overturned, his "only response to that is pass legislation making Roe the law of the land. That's what I would do."
It was not immediately clear how Biden would achieve this aim. If the Supreme Court finds there is no right to abortion in the U.S. Constitution, any law granting one would be challenged.(Read more)

2. How Treasury Dept. tracked overseas cash pocketed by Hunter Biden - The Washington Times
Democratic presidential nominee Joseph R. Biden flatly denied at Tuesday night's debate that his lawyer son took huge sums of money from corrupt oligarchs and Chinese communists during his vice presidency, but Treasury Department reports show that Hunter Biden did receive the money.
President Trump chose to make an issue of Hunter Biden's cash haul from Russia, Ukraine and China with the implication that unsavory figures were trying to buy Vice President Biden and the Obama administration. "When somebody gets 3½ million dollars from the mayor of Moscow," Mr. Trump said.
A Senate Republican report by the Homeland Security and Governmental Affairs Committee says Mr. Trump is right, though it was not Moscow's mayor, but his wife, whom the U.S. suspects of corruption in attaining billionaire status. This is based on Treasury Department reports received by committee Chairman Ron Johnson, Wisconsin Republican, and Senate Finance Committee Chairman Charles E. Grassley, Iowa Republican. (Read more)

3. Supreme Court sides with Republicans and restores witness requirement for South Carolina absentee ballots - CBS News
The Supreme Court, siding with Republicans, on Monday restored a South Carolina requirement that absentee ballots be signed by a witness. A lower court in South Carolina had ruled that the state legislature was wrong to retain the witness signature requirement during the COVID-19 pandemic. A three-judge panel of the 4th Circuit Court of Appeals reinstated the requirement, and then the full appeals court put it on hold again.
While the case proceeds, the Supreme Court has granted a temporary stay of the District Court's ruling. Democrats had sought to have the witness requirement suspended because of the coronavirus pandemic, but Republicans said it deterred fraud.
After the state's primary and in response to the pandemic, the legislature made changes to the state's election law, including allowing all residents to vote absentee in November. But it left the witness requirement in place. (Read more)

May there be other rulings to follow across the country that result in keeping elections from being undermined or defrauded through schemes of corruption and manipulation or stealing of votes.

4. Trump pulls plug on stalled COVID-19 aid talks with Pelosi - Washington Examiner
President Trump announced Tuesday that he has halted negotiations with Democrats for a new round of federal coronavirus aid, tweeting that Speaker Nancy Pelosi "is not negotiating in good faith" and is seeking too much money.
In a series of tweets, Trump said he is "rejecting" a request for a $2.4 trillion package, which is far more money than the $1.6 trillion offer from Treasury Secretary Steve Mnuchin, who has been negotiating on behalf of the president.
Trump said he plans to pass a "major stimulus bill" after he wins a second term "that focuses on hardworking Americans and small businesses."
Trump's announcement means there won't be a new round of stimulus checks or more money for schools, day care, or coronavirus-related health costs between now and next year. (Read more)

5. White House physician says Trump reporting 'no symptoms' of COVID-19 - The Hill
White House physician Sean Conley said Tuesday that President Trump is reporting "no symptoms" after being discharged from Walter Reed National Military Medical Center during his treatment for the novel coronavirus. "This morning the President's team of physicians met with him in the Residence. He had a restful first night at home, and today he reports no symptoms," Conley wrote in a memorandum issued Tuesday afternoon, less than five days after Trump was diagnosed with COVID-19.
"Vital signs and physical exam remain stable, with an ambulatory oxygen saturation level of 95-97%. Overall he continues to do extremely well, I will provide updates as we know more," Conley wrote.
Trump has been fever-free since Friday, according to Conley, and otherwise has experienced symptoms of a mild cough, nasal congestion and fatigue. (Read more)

6. Michelle Obama rips Trump in 'closing argument' for Biden - The Hill
Former first lady Michelle Obama launched a series of blistering attacks against President Trump on Tuesday, describing his policies as "racist" and accusing him endangering American lives with his behavior during the pandemic.
Obama, who rarely gets involved in day-to-day political fights, said in a 24-minute video meant as a "closing argument" for voters to turn out for Democratic presidential nominee Joe Biden that the U.S. has descended into "chaos" because the "president isn't up to the job." Without mentioning Trump's coronavirus diagnosis, Obama accused the president of seeking to "gaslight the American people by acting like this pandemic is not a real threat."
The former first lady also accused Trump of "stoking fears about Black and brown Americans" with his "racist" rhetoric. Obama asked white Americans for "empathy," saying that as a Black woman she is worried that institutional racism will "destroy this nation" if it's not addressed.(Read more)

7. GOP Senate majority at risk after monster fundraising quarter by Democrats - Washington Examiner
The Republican Senate majority is in jeopardy of being washed away by a torrent of resources amassed by Democratic challengers in the third quarter, with GOP incumbents bracing to be vastly outspent in the final month of the campaign.
Democratic candidates are raising hundreds of millions of dollars. Even previously overlooked challengers saw their coffers swell with contributions from energized grassroots liberals in July, August, and September, turning sleepy Senate races into a potential nightmare for sitting Republicans and the party's precarious three-seat majority.
It's no longer just Arizona, Colorado, and Maine, blue-trending battlegrounds where Republicans were prepared for a dogfight from the beginning of the 2020 cycle - or purple states such as Iowa and North Carolina. They are now looking over their shoulder in typically ruby-red territory such as Alaska, Georgia, Kansas, Mississippi, Montana, and South Carolina.

8. US attorney investigating 'unmasking' requests by Obama officials announces resignation - Washington Examiner
U.S. Attorney John Bash, who was tasked in May by Attorney General William Barr to investigate "unmasking" requests by Obama administration officials, announced his resignation effective Friday.
Bash, a Harvard Law School graduate who clerked for Supreme Court Justice Antonin Scalia and who has served as the United States attorney for the Western District of Texas after being appointed by Trump in December 2017, said on Monday that he had accepted a private sector job and thanked his Texas colleagues in the announcement.
"Through their tireless efforts, we have held accountable child abusers, drug-cartel leaders, gang members, bank robbers, embezzlers, fraudsters, scammers, and corrupt public officials," he said.
The status of Bash's unmasking investigation remains unknown. When asked about it, DOJ spokeswoman Kerri Kupec told the Washington Examiner that "without commenting on any specific investigation, any matters that John Bash was overseeing will be assumed by Gregg Sofer." (Read more)

9. Voters rank economy as top election issue - Washington Examiner
Registered voters ranked the economy as the top issue for the upcoming election, according to Gallup.
Nearly nine in 10 registered voters consider the presidential candidates' positions on the economy "extremely" (44%) or "very" (45%) important to their vote, outranking terrorism and national security (83%), education (82%), healthcare (80%), crime (79%), and race relations (76%).
President Trump has usually bested vice president Joe Biden, the Democratic presidential nominee, on polls about the economy, and Trump holds a 6 point advantage over Biden, according to Gallup. But other polls show that Trump's lead is slipping. Recent polling from CNN found Trump's lead has slipped to 1 percentage point. (Read more)

10. Trump intel chief declassifies John Brennan notes and CIA referral on unverified report about Clinton plan to create Trump-Russia scandal - Washington Examiner
Director of National Intelligence John Ratcliffe declassified Russia investigation documents on Tuesday, including handwritten notes from former CIA Director John Brennan showing he briefed President Barack Obama in 2016 on an unverified Russian intelligence report claiming that former Secretary of State Hillary Clinton planned on tying then-candidate Donald Trump to Russia's hack of the Democratic National Committee to distract from her use of a private email server.
At the direction of the President of the United States, I have declassified the enclosed documents, inclusive of redactions. These documents are responsive to ongoing congressional oversight and investigation requests," Trump's intelligence chief said in a one-page letter to the Republican and Democratic leaders on the House and Senate intelligence committees, accompanied by two heavily redacted documents obtained by the Washington Examiner. The first was a September 2016 investigative referral from the CIA to former FBI Director James Comey and Deputy Assistant Director for Counterintelligence Operations Peter Strzok, and the second was Brennan's notes on the purported July 2016 plan approved by Clinton. Post Truth Media
There is no doubt about it, as a prophetic people, we live in a prophetic time. We are seeing types and shadows of Isaiah 59:14 playing out before our very eyes: "Justice is turned back, And righteousness stands afar off; For truth is fallen in the street, And equity cannot enter." Justice is turned back as the nation deals with lawlessness and the crazy, wild-eyed liberal concept of abolishing law enforcement. Righteousness stands afar off as evil is called good and good evil. People are hesitant to even say how they feel about issues for fear of being ostracized. Truth is fallen in the street as we have no idea what truth is with all the information and counter information reported. And equity cannot enter due to the barriers to truth.
One of the barriers to truth is the Post Truth Media. Seriously, hardly a story would have passed the editorial desks of organizations that I worked for in the 1970s, and it was all starting then. Story after story that have no attribution. "Sources with knowledge of the situation," "Unnamed sources familiar with the issue," "Anonymous sources who wish to remain unidentified," "One source speaking on the condition of anonymity to describe the internal reaction," "A source familiar with the president's health," "A White House Official," and more. Many of these stories do not even attempt to name a source, but the writers think they are creating a story just by quoting "an aide" or "an official."
This is the Post Truth Media. It is beyond fake news. It is reporters copping a byline by writing the narrative they want people to hear, attributing it to unnamed sources, and then getting experts to comment on the on the record about what the unnamed sources are postulating. Case in point is a story posted on Politico about President Trump's health. It gives what the President's doctor said. Then it casts doubt on Dr. Sean Conley by saying that other unnamed White House officials close to the president contradict Conley's assessment, causing a "baffling back and forth," confusion and criticism. Then the story went on to quote "experts" on the record commenting on the confusion and criticism, or leveling the criticism.
When I was doing investigative reporting, there were rare occasions when a quote from an anonymous source was necessary. My personal rule was and still is that two sources independent of one another had to confirm what was being discussed, and even then, the goal was to get at least one of them on the record or the story was a "no go." The Post Truth Media could care less about the truth or the facts. They care most about the narrative they create. Media Research Center studies indicate journalists, "voting habits are disproportionately Democratic, their views on issues such as abortion and gay rights are well to the left of most Americans and they are less likely to attend church or synagogue." And that's the Post Truth Media-a leftist, godless agenda normalizing leftist thought, attacking any dissent. Truth fallen in the streets.

National Health Care Fraud and Opioid Takedown Results in Charges Against 345 Defendants Responsible for More than $6 Billion in Alleged Fraud Losses
Largest Health Care Fraud and Opioid Enforcement Action in Department of Justice History
Acting Assistant Attorney General Brian C. Rabbitt of the Justice Department's Criminal Division, Assistant Director Calvin Shivers of the FBI's Criminal Investigative Division, Deputy Inspector General Gary Cantrell of the Department of Health and Human Services Office of Inspector General (HHS-OIG) and Assistant Administrator Tim McDermott of the Drug Enforcement Administration (DEA) today announced a historic nationwide enforcement action involving 345 charged defendants across 51 federal districts, including more than 100 doctors, nurses and other licensed medical professionals.
These defendants have been charged with submitting more than $6 billion in false and fraudulent claims to federal health care programs and private insurers, including more than $4.5 billion connected to telemedicine, more than $845 million connected to substance abuse treatment facilities, or "sober homes," and more than $806 million connected to other health care fraud and illegal opioid distribution schemes across the country.
Today's enforcement actions were led and coordinated by the Criminal Division, Fraud Section's Health Care Fraud Unit, in conjunction with its Health Care Fraud and Appalachian Regional Prescription Opioid (ARPO) Strike Force program, and its core partners, the U.S. Attorneys' Offices, HHS-OIG, FBI, and DEA, as part of the department's ongoing efforts to combat the devastating effects of health care fraud and the opioid epidemic. The cases announced today are being prosecuted by Health Care Fraud and ARPO Strike Force teams from the Criminal Division's Fraud Section, along with 43 U.S. Attorneys' Offices nationwide, and agents from HHS-OIG, FBI, DEA, and other various federal and state law enforcement agencies.
"This nationwide enforcement operation is historic in both its size and scope, alleging billions of dollars in healthcare fraud across the country," said Acting Assistant Attorney General Brian C. Rabbitt. "These cases hold accountable those medical professionals and others who have exploited health care benefit programs and patients for personal gain. The cooperative law enforcement actions announced today send a clear deterrent message and should leave no doubt about the department's ongoing commitment to ensuring the safety of patients and the integrity of health care benefit programs, even amid a national health emergency."
"Telemedicine can foster efficient, high-quality care when practiced appropriately and lawfully. Unfortunately, bad actors attempt to abuse telemedicine services and leverage aggressive marketing techniques to mislead beneficiaries about their health care needs and bill the government for illegitimate services," said HHS Deputy Inspector General Gary Cantrell. "Unfortunately, audacious schemes such as these are prevalent and often harmful. Therefore, collaboration is critical in our fight against health care fraud. We will continue working with our law enforcement partners to hold accountable those who steal from federal health programs and protect the millions of beneficiaries who rely on them."
"The FBI, together with our federal, state, and local partners, remains steadfast in our commitment to identify and root out health care fraud, no matter what form it takes," said Assistant Director Calvin Shivers. "We will continue to work tirelessly to ensure public and private health care dollars are used as intended, to promote the health and safety of all Americans and safeguard continued access to critical health care services."
"The opioid epidemic our country is battling is exacerbated when unscrupulous individuals seek to profit from people, in particular those confronting addiction." said DEA Assistant Administrator Tim McDermott. "When doctors, pharmacists, and individuals exploit the weakness of a fellow human being in order to line their own pockets, DEA will use every tool at its disposal to stop and bring them to justice."

Delta makes landfall in Mexico as a Category 2 storm
Delta lost some intensity during the overnight hours but it remained a powerful storm as it slammed into the Yucatan Peninsula. Forecasters caution that it will strengthen once again in the Gulf of Mexico.
Hurricane Delta made landfall along the northeastern coast of the Yucatan Peninsula near Puerto Morales this morning with Category 2 wind speeds. According to the National Hurricane Center, the center of Delta moved over land around 5:30 a.m., CDT, with estimated maximum sustained winds of 110 mph. As of 5:45 a.m., CDT, the storm is located about 20 miles south of Cancun.
In the 1 a.m. CDT update, the National Hurricane Center found Delta to have lost a bit more wind intensity. With sustained winds of 120 mph, Delta is now a dangerous Category 3 (111-129 mph) hurricane on the Saffir-Simpson Hurricane Wind Scale. Despite its change in wind speeds, Delta will remain a 4 on the AccuWeather RealImpact Scale for Hurricanes for the northeastern Yucatan Peninsula based on anticipated life-threatening storm surge, damaging wind gusts and flooding rainfall.

Jewish Faithful Pray for President Trump during Holiday Blessing at Jerusalem's Western Wall
In the book of Numbers, God commands Moses and Aaron to bless the children of Israel:
The Lord bless you and keep you; the Lord make His face shine upon you, and be gracious to you; the Lord lift up His countenance upon you and give you peace.
The Aaronic benediction or blessing is part of Jewish prayers every day in Israel but in a non-coronavirus year, thousands of Israelis and Jews from around the world would pack the Western Wall plaza to give and receive this ancient blessing. Jewish men, who are believed to be of the priestly line, come to bless the people of Israel.
This year marks 50 years since the blessing was reinstated at the Western Wall. But it was very different. Only about 200 worshippers and kohanim-whose lineage they believe is traceable to the Biblical priestly families-from Jerusalem's Old City, attended the event in person.
A few guests, including US Ambassador to Israel David Friedman, who himself is a kohen, also attended the ceremony.
. . . Rabbi Rabinowitz prayed, "Let us say the blessing for the president of the United States and we'll pray for his healing and success. May He, who blessed our ancestors Abraham, Isaac and Jacob, Moses, Aaron, David and Solomon, heal Donald John (Trump), son of Fred, for whom we pray. On this merit, may the Holy One, blessed be He, be filled with mercy for him to recover, heal and get stronger. May He send him quick and complete recovery from heaven to all of his 248 bodily parts and 365 tendons among other patients of Israel, health of body and mind in this year, and let us say Amen."
Later, Ambassador Friedman said he would tell the President about the prayer at the sacred site.
Dozens of kohanim (from the priestly line) prayed for the recovery of Jews in Israel and around the world and for an end to the pandemic. (CBN)
