Supreme Court Sets November 1 Oral Argument on Texas Abortion Case

The Supreme Court has already agreed to hear a major challenge to Roe v. Wade, in Dobbs v. Jackson Women’s Health Organization, the Mississippi case that will be argued December 1. It has already once turned away a request to rule immediately on S.B. 8, the Texas abortion law that allows private individuals to file “private attorney general” civil damages lawsuits rather than enforce its abortion restrictions through government action. The latter decision was based largely on the Court’s skepticism of the procedural hurdles to the lawsuit looking to enjoin the Texas law.

Since then, the Justice Department under Merrick Garland has filed its own lawsuit to stop the Texas law. That lawsuit, as I have discussed, has its own problems, but the Court today ordered an aggressive briefing schedule and an emergency argument on November 1. Justice Sonia Sotomayor dissented from the decision not to enjoin the law in the interim. (National Review) Read more here.

1. Bennett extends Russia trip over Shabbat after ‘warm’ Putin talks run long - Times of Israel

First meeting between leaders seen as key in keeping Russia-Israel ties on track following departure of Netanyahu; talks said to have focused on Syria, Iran.
 

Prime Minister Naftali Bennett’s first meeting as premier with Russian President Vladimir Putin went on for some five hours Friday, forcing the Israeli leader to extend his visit to Sochi until after Shabbat, his office said.

“The meeting was warm and positive and dealt with a series of issues of importance to the two nations,” said a statement from Bennett’s office after the two leaders met at the Black Sea resort town for their first face-to-face talks since Bennett took office earlier this year.

The statement said the official meeting at Putin’s residence lasted some five hours after which the two leaders “went outside to speak on the balcony of the residence and then walked through the paths of the grounds toward the sea.”

2. Liberman: Confrontation with Iran ‘only a matter of time, and not a lot of time’ - Times of Israel

In the latest Israeli threat of military action against Iran, Finance Minister Avigdor Liberman said Tuesday that a conflict was inevitable and was the only way to stop the Islamic Republic from reaching nuclear capability.

Speaking with the Walla news site, Liberman said that “a confrontation with Iran is only a matter of time, and not a lot of time.”

Amid efforts to resume talks between Tehran and world powers about renewing the 2015 nuclear deal, Liberman said that “no diplomatic process or agreement will stop Iran’s nuclear program.” (Read more) 

3. IDF said to resume practicing potential strike on Iranian nuclear sites - Times of Israel

The Israeli Air Force has resumed training for a possible strike on Iranian nuclear facilities, Israeli television reported Thursday.

According to Channel 12 news, Israel Defense Forces Chief of Staff Aviv Kohavi ordered that budgetary funds be set aside for drilling such a scenario, after a two-year hiatus.

The network said Kohavi had also ordered that the air force train “intensely” in simulating a strike on Iran’s nuclear program.

The orders were reportedly given during a meeting Kohavi held at his office in recent days. The report did not cite a source and there was no comment from military officials. (Read more)

West Coast braces for simultaneous 'bomb cyclone' and 'atmospheric river'

A "bomb cyclone" with hurricane-like strength and a chart-topping "atmospheric river" will coincide Saturday night into Sunday to unleash flooding rains, wet snow, strong winds and coastal surf across the western US.

This will be the third and strongest in a series of storms to strike the West Coast this week.

A bomb cyclone is a system that drops at least 24 mb in pressure 24 hours or less -- and typically the lower the pressure, the stronger the storm. Atmospheric rivers are narrow bands of concentrated moisture that cruise more than 2 miles above the ocean and release rain or snow when they hit land -- and this one rates level 5 of 5.
"By Saturday night, a rapidly intensifying Pacific cyclone directing a powerful atmospheric river squarely at the West Coast delivers a fire hose of rich subtropical moisture into California," the Weather Prediction Center said Friday.
These two simultaneous events will result in the season's first heavy, wet snow across the Sierras and periods of soaking rains for the coastline and valleys across central and Northern California. Areas of Washington and Oregon will also see impacts through the weekend.(CNN) Read more.

In Context: Progressive Learning
The pro-life movement has patiently worked for years to be in a position to overturn Roe v. Wade and enact pro-life legislation into law to punish the evil of taking human life through abortion. Along the way, they've learned that a party majority doesn't necessarily mean there is an ideological majority.

Some criticize Republicans for doing nothing to protect human life during the Bush 43 years when Republicans had control of the Legislative and Executive Branches of government. They never had, however, a 60-vote majority in the Senate to overcome the filibuster. Democrats had that briefly a few years later which is how we ended up with the Affordable Care Act.

Progressives have been ascendant in the Democratic party, and are beginning to wield sizeable clout within the Democratic party. Some have been disappointed to learn that a party majority doesn't necessarily mean there is an ideological majority.

Not having absolute control has led them to consider the state of their situation. 

Progressives are learning that America's debt bill is eventually going to come due, and they're turning to increasingly heavy-handed surveillance tactics to collect more tax revenue. Regarding 
earlier comments from Leader McConnell, Senate Majority Whip Durbin said, “the last thing Senator McConnell went into this morning was giving new powers to the IRS to snoop. Well, I guess that is true in some respects.”

Progressives are learning that Americans often spend more than $600 at a time and don't want every one of those transactions reported to the IRS. They're also learning that if they change the equation from transaction terms to annual terms, they can hide their intent from those who are math-challenged while maintaining 
a similar level of surveillance of the American people.

Progressives have learned that with the Senate having passed the bipartisan infrastructure bill, even if the House were to pass both reconciliation and bipartisan bills “together,” they could still end up on the short end since the bipartisan bill would go to the President and the reconciliation bill would go to the Senate.

Progressives are learning about conservative Democrat Joe Manchin of West Virginia. They're learning that he is not a progressive, he has concerns about Medicare's solvency, he has no problem not passing a social spending reconciliation bill, he is still is committed to not changing the filibuster, and he can wear their attacks on him as a badge of honor back home.

Progressives are learning that there is no progressive majority in Congress.

There is no progressive majority in America either.

Father, we ask that you would turn Americans in power away from grabbing for power to instead seeking You for your purposes of government in punishing those who do evil and praising those who do good.

With the short-term extension of the Surface Transportation Program through October 31, the House will aim to consider the bipartisan Infrastructure Investment and Jobs Act and the Build Back Better Act this work period.

In addition, the House will consider H.R. 2119, the Family Violence Prevention and Services Improvement Act of 2021, sponsored by Lucy McBath of Georgia. That bill modifies and expands and reauthorizes, through fiscal year 2026, the Family Violence Prevention and Services Program, which funds emergency shelters and supports related assistance for victims of domestic violence.

Madam Speaker, if time allows, the House may also consider H.R. 3992, the Protecting Older Jobs Applicants Act, which allows applicants to bring disparate impact claims under the Age Discrimination in Employment Act of 1967 when they experience discrimination while seeking a job.

Lastly, additional legislative items may be possible when and if they are ready.
