Joe Manchin keeps Democrats guessing on sweeping election bill

Senator Joe Manchin (D-W.Va.) is keeping his colleagues guessing on whether he will back a sweeping election bill during a high-profile vote next week.

Democrats are expected to hold a key test vote next week on S. 2093, titled the For the People Act. The debate will spotlight a simmering months-long fight over voting rights. The measure is guaranteed to run headlong into a filibuster, but Democrats are hoping to at least put up a unified front and keep the focus on GOP opposition — not their own divisions. 

Progressive activists, meanwhile, want to get all senators in the Democratic caucus to back the bill. Then, they would ratchet up their efforts to eradicate the legislative filibuster in the hopes of getting the legislation to Biden's desk.

But Manchin isn’t yet willing to say if he’ll back the bill, even as progressive groups roast him publicly and his colleagues make a weeks-long behind-the-scenes effort to try to win over his support. 

“We’ll have to see what changes are made,” Manchin told reporters when asked how he’ll vote. (The Hill) Read more.

We know, too, that on June 6th, he clearly stated that he would NOT vote for passage of S. 1, the earlier form of 
S. 2093. Lord God, we ask that You infuse him with the strength of Samson as he stands against the pressure of all the other Democrats in the Senate on this vote. Help him, O Lord, we pray. Amen and amen.

House Committee on Foreign Affairs Hearing
On June 16, 2021, the House Committee on Foreign Affairs held a hearing entitled, “The Biden Administration’s Priorities for Engagement with the United Nations,” at which Linda Thomas-Greenfield, the Ambassador to the United Nations, was invited to testify.
 
During the hearing, Rep. Chris Smith (R-NJ) commented on how the United Nations Population Fund (UNFPA), for which President Biden has resumed funding, has for almost four decades “supported, co-managed and whitewashed the most pervasive crimes against women in human history” as part of the Chinese Communist Party’s birth limitation policy, which utilizes forced abortions and sterilizations.
 
House Committee on Education & Labor Hearing
On June 16, 2021, the House Committee on Education & Labor held a hearing entitled, “Examining the Policies and Priorities of the U.S. Department of Health and Human Services,” at which HHS Secretary Xavier Becerra was invited to testify.
 
During the hearing, a number of Members directed pro-life questions to the Secretary:
  • GOP Conference Chair Elise Stefanik (R-NY) pressed Secretary Becerra on whether HHS will abolish the Conscience and Religious Freedom Division of the HHS Office for Civil Rights, which was established to help enforce conscience protections.
  • Rep. Jim Banks (R-IN) opposed the removal of the Hyde Amendment from President Biden’s FY22 Budget Request, questioned Secretary Becerra about his commitment to enforcing the Partial-Birth Abortion Ban Act of 2002, and asked Secretary Becerra to ensure that HHS employees are committed to enforcing conscience protections for Americans who oppose abortion and assisted suicide.
  • Rep. Diana Harshbarger (R-TN) asked Secretary Becerra about his previous statements regarding the Partial-Birth Abortion Ban Act of 2002.
  • Rep. Tim Walberg (R-MI) asked Secretary Becerra about his previous statements regarding the Partial-Birth Abortion Ban Act of 2002.
  • Rep. Mary Miller (R-IL) asked Secretary Bercerra about the HHS policy regarding funding for research using fetal tissue.
  • Rep. Russ Fulcher (R-ID): questioned Secretary Becerra on the Administration’s proposed rule for the Title X program.

From the floor colloquy on next week's schedule:

• H.R. 2062, the Protecting Older Workers Against Discrimination Act, which would make it easier for those who have suffered age discrimination in the workplace to file a complaint and seek redress;
• H.R. 1443, the LGBTQ Business Equal Credit Enforcement and Investment Act, which would ensure that the Consumer Financial Protection Bureau keep statistics on credit reporting for LGBTQ-owned businesses in the same way as it does for women- and minority-owned companies and small businesses; and
• H.R. 239, Equal Access to Contraception for Veterans Act, which would allow women receiving healthcare services from the VA system to access basic contraceptive care without paying copays similar to coverage provided under the Affordable Care Act.

We will consider three resolutions of disapproval to reverse regulatory actions made under the prior administration, which have all been passed by the Senate:
• S.J. Res. 13 would reverse the Equal Employment Opportunity Commission's rule that had obscured information about the factual and legal basis the Commission used to make determinations on discriminatory practices;
• S.J. Res. 14 would overturn the prior administration's Environmental Protection Agency rule that removed protections from dangerous methane emissions that exacerbate the climate crisis; and
• S.J. Res. 15 would overturn a rule by the Office of the Comptroller of the Currency and allow States once again to regulate these lenders and protect consumers in order to rein in predatory lenders and rent-a-bank schemes.
