Homeland Security Acting Secretary Chad F. Wolf's Statement on Presidential Proclamation To Protect the Homeland from Travel-Related Coronavirus Spread

Presidential Proclamation

(WASHINGTON) Today President Donald J. Trump signed a Presidential Proclamation, which suspends the entry of most foreign nationals who have been in certain European countries at any point during the 14 days prior to their scheduled arrival to the United States. These countries, known as the Schengen Area, include: Austria, Belgium, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Netherlands, Norway, Poland, Portugal, Slovakia, Slovenia, Spain, Sweden, and Switzerland. This does not apply to legal permanent residents, (generally) immediate family members of U.S. citizens, and other individuals who are identified in the proclamation. 

Statement from DHS Acting Secretary Chad F. Wolf:

"Protecting the American people from threats to their safety is the most important job of the President of the United States. The actions President Trump is taking to deny entry to foreign nationals who have been in affected areas will keep Americans safe and save American lives. I applaud the president for making this tough but necessary decision. While these new travel restrictions will be disruptive to some travelers, this decisive action is needed to protect the American public from further exposure to the potentially deadly coronavirus.

"In January and February, the Administration issued similar travel restrictions on individuals who had been in China and Iran. That action proved to be effective in slowing the spread of the virus to the U.S., while public health officials prepared. In the next 48 hours, in the interest of public health, I intend to issue a supplemental Notice of Arrivals Restriction requiring U.S. passengers that have been in the Schengen Area to travel through select airports where the U.S. Government has implemented enhanced screening procedures."

1. Israel Rail cancels trains as conductors enter quarantine - Jerusalem Post

Israel Rail decided to cancel multiple train lines starting on Thursday after 27 conductors, 10% of the total number of conductors in the company, entered quarantine amid a widespread coronavirus outbreak. 

The train lines between Beersheba and Dimona, Beit Shemesh and Jerusalem Malha and Lod and Rishon Lezion - HaRishonim, will stop operations on Thursday. Night trains between the Beersheba Center station and the Tel Aviv HaHaganah station will also stop operation.

3. Hezbollah Chief, Senior Members Reportedly Under Quarantine, May Have Coronavirus - algemeiner.com 

The leader of the Lebanese Shi'a terror organization Hezbollah may have been infected with the coronavirus and has been placed under quarantine, along with several other senior members of his group, according to media reports. 

Israel's Channel 13, citing a report in Al Arabiya, reported on Wednesday that Hezbollah chief Hassan Nasrallah had been quarantined for fear he had contracted the disease, apparently after it was spread to several of his close aides by an Iranian visitor. 

Along with Nasrallah, the head of Hezbollah's Executive Council, Hashim Safi Al Din, was said to have been quarantined after meeting with a senior Iranian official who had the coronavirus. Several other senior Hezbollah members have been confirmed as infected.

4. El Al to place 80% of entire workforce on unpaid leave - report - Jerusalem Post 

El Al said it would continue to make "operational and commercial adjustments" to its operations based on demand, adding that it is likely to cancel "many flights."

5. Israel announces $2.8 billion rescue package for companies battered by virus - Times of Israel

The government announced an emergency package of more than NIS 10 billion ($2.8 billion) Wednesday, as it sought to stabilize the economy and offset some damage caused by the coronavirus crisis. 

Some NIS 8 billion ($2.2 billion) will be dispersed to businesses, NIS 1 billion ($281 million) to the health system, NIS 1 billion to stem the spread of the virus and an unspecified amount would go to the aviation industry, Prime Minister Benjamin Netanyahu said. 

The premier said the package would "allow the economy to continue to function."

1.Trump suspends all travel from Europe to US amid coronavirus pandemic - Fox News 

The Trump administration will suspend travel from European countries to the United States for 30 days as the fast-spreading coronavirus continues to grow. The measure will go into effect at midnight Friday, Trump said during a nationally televised message from the White House on Wednesday. He said the "strong but necessary" restrictions would not apply to the United Kingdom. 2. Trump floats payroll tax cut, other financial relief amid coronavirus outbreak- CNBC 

President Donald Trump on Monday said he will be meeting with Senate and House Republicans on Tuesday to discuss "a possible tax relief measure" that would provide "a timely and effective response to the coronavirus." "We are to be meeting with House Republicans, Mitch McConnell, and discussing a possible payroll tax cut or relief, substantial relief, very substantial relief," Trump said at a press briefing with coronavirus task force members. Trump also said the group will be discussing getting hourly wage earners help, "so they can be in a position where they're not going to miss a paycheck." The potential tax incentives come on top of an $8.3 billion spending package Trump signed on Friday. The package was aimed in part at supporting research for vaccines and helping support states that are battling the outbreak. Trump also added that the White House will work with the airline and cruise ship industries in response to the outbreak. (Read more)

3. Trump's New Chief Of Staff Mark Meadows Self-Quarantines After Possibly Meeting Individual With Coronavirus -The Daily Caller 

President Donald Trump's new chief of staff Mark Meadows announced Monday that he will be self-quarantining after possibly meeting the individual who attended the Conservative Political Action Conference (CPAC) while infected with coronavirus. Mark Meadows was advised this weekend that he might have come in contact with the individual. Meadows took a precautionary test which came back negative. Meadows' chief of staff Ben Williamson said: "He'll be self-quarantined till the 14 day period passes Wednesday." (Read more)

4. World Health Organization declares the coronavirus outbreak a global pandemic - CNBC 

The World Health Organization declared COVID-19 a global pandemic on Wednesday as the new coronavirus, which was unknown to world health officials just three months ago, has rapidly spread to more than 121,000 people from Asia, the Middle East, Europe and the United States.

"In the past two weeks the number of cases outside China has increased thirteenfold and the number of affected countries has tripled," WHO Director-General Dr. Tedros Adhanom Ghebreyesus said at a press conference at the organization's headquarters in Geneva. "In the days and weeks ahead, we expect to see the number of cases, the number of deaths and the number of affected countries to climb even higher. 

Declaring a pandemic is charged with major political and economic ramifications, global health experts say. It can further rattle already fragile world markets and lead to more stringent travel and trade restrictions. WHO officials had been reluctant to declare a global pandemic, which is generally defined as an illness that spreads far and wide throughout the world. (Read more)

5. Dow plunges 1,465 points into bear market as WHO declares pandemic, impatient investors await stimulus package - Business Insider 

US stocks slid on Wednesday as investors mulled the timeline for the White House's stimulus measures in response to the coronavirus outbreak. All three major indexes tanked roughly 5%, erasing gains made during Tuesday's rebound. The drop ushered in another day of heightened volatility from coronavirus risks and the escalating oil-market war between Russia and Saudi Arabia. 
Losses extended in afternoon trading after the World Health Organization declared the coronavirus outbreak a pandemic. (Read more)

6. Sanders, Biden campaigns abruptly cancel election-night rallies, citing coronavirus concerns - Fox News 

Democratic presidential candidates Bernie Sanders and Joe Biden have both canceled their planned election-night rallies Tuesday in Ohio amid coronavirus fears. 

The Sanders campaign announced the cancellation of their rally first, which was slated to take place in Cleveland, Ohio. 

"Out of concern for public health and safety, we are canceling tonight's rally in Cleveland," the Sanders campaign spokesman, Mike Casca, said in a statement Tuesday afternoon. "We are heeding the public warnings from Ohio state officials, who have communicated concern about holding large, indoor events during the coronavirus outbreak." 

Minutes later, the former vice president's campaign followed suit, with deputy campaign manager Kate Bedingfield announcing the cancellation "out of an abundance of caution." (Read more)

7. 'Not American': Ilhan Omar challenger responds to 'Squad' member Rashida Tlaib's anti-Israel T-shirt -Washington Examiner 

The Republican challenger to Democratic Minnesota Rep. Ilhan Omar responded to news that Rep. Rashida Tlaib was seen wearing a shirt suggesting Israel should be removed from the map by calling the move "disgusting" and "not American." 

"I grew up in the Middle East, where erasure of Israel from the maps means only one thing: genocide against the Jewish state and its citizens," Omar's Republican challenger Dalia al Aqidi told the Washington Examiner. 

Aqidi was responding to news that Tlaib was photographed promoting accused anti-Semite Linda Sarsour's book while wearing a shirt that suggested the state of Israel should be eliminated in favor of Palestine. (Read more)

8. Congressional Republican approval surpasses Dems' after impeachment: poll - Fox News  

Republicans in Congress have a higher approval rating than their Democratic counterparts, according to a new national poll. 

A Gallup survey released this week indicates that 40 percent of Americans give Republicans in Congress a thumbs up on the job they're doing. That's a jump of 6 percentage points since Gallup's last poll - which was conducted in late October before the Democratic majority in the House of Representatives impeached President Trump. The Republican president was acquitted by the GOP majority in the Senate in early February. 

The poll shows that the approval rating for Democrats in Congress edged down from 38 percent in October to 35 percent in the new survey. (Read more)

9. Supreme Court keeps Trump's 'Remain in Mexico' asylum program in place - LA Times 

The Supreme Court on Wednesday granted another emergency appeal from the Trump administration and agreed to keep in place the "Remain in Mexico" policy that has forced tens of thousands of asylum seekers to stay on the Mexican side of the border while they await a hearing in the United States. 

The justices put on hold a 9th Circuit Court ruling two weeks ago that declared the disputed policy illegal. The high court's action is not a final ruling, but it will have the effect of maintaining the administration's policy for at least three months and probably through early next year. The justices are likely to grant review of the case when Trump's lawyers submit an appeal petition in June. (Read more)

10. Sanders vows to carry on as Biden grows delegate lead - The Hill 

A defiant Sen. Bernie Sanders (I-Vt.) on Wednesday vowed to continue on in the race for the Democratic presidential nomination following a string of dispiriting losses to former Vice President Joe Biden. Sanders and Biden will square off for their first one-on-one debate of the cycle on Sunday in Arizona, and Sanders said he'd challenge Biden on a host of issues there. 

The Vermont progressive acknowledged that he's losing in the fight for delegates, saying that Democrats are worried that he's not as electable as Biden. But Sanders is pushing on, saying he'd make the case for his progressive politics even as his losses mounted. (Read more)

1. NBA suspends season after player tests positive for coronavirus - Fox News 

The NBA has suspended its entire season until further notice after a player on the Utah Jazz tested positive for coronavirus. The test result was reported shortly before the Utah Jazz were to take on the Oklahoma City Thunder at Chesapeake Energy Arena. Late-night TV shows filmed in New York will now be tapped without a live audience as the coronavirus pandemic spreads. On Wednesday, CBS′ "Late Show With Stephen Colbert," NBC′s "Tonight Show Starring Jimmy Fallon" and "Late Night With Seth Meyers," Comedy Central's "The Daily Show with Trevor Noah" and TBS' "Full Frontal with Samantha Bee" all said they would tape their broadcasts without audience members. We want to thank everyone, once again, for your tremendous support on the three Coronavirus Conference Calls we have hosted these past few weeks.

We are now pleased to share the following recording and articles that were presented on our call last week, as we have worked to assemble our research for you. 

Here goes:

First, we welcomed Pastor Eric Teitelman on our call, who shared two timely visions he has recently received related (we believer)to the current topic.

The first vision, "The Earthquake in Many Cities," was received on January 14, 2020. This was followed shortly afterwards, when Eric saw "The Storm from the West," received on January 17, 2020.

Both dreams seemed to foretell the shaking that we, as a nation, seem to have been suddenly thrust into -- as quickly as an earthquake would do.

Next, we welcomed Laura Densmore, of Bridge Connector Ministries on our call. 

Laura shared a fascinating article with us, titled: "Spiritual insights into coronavirus: March 9 update."

Her teaching included the characteristics of this virus, and why it is so dangerous, as well as specific points to pray over as we confront this pandemic.

A Closing Thought


A Closing Thought . . . 

It is now 1:00 a.m. on Thursday morning, March 12, 2020. 

As I get ready to set the timer to release this issue of the Daily Brief at 5:00 a.m. later this morning, one thing rings very clear in my spirit: 

Tonight . . . the whole world is QUIET.

Here in the United States, the athletes of the NBA have put away their basektballs; other athletes on the Ivy League campuses are seeing their spring schedules canceled; universities are shutting down, opting for online strategies to help their students complete the demands of their curriculum, and so on, and so on, and so on. 

In Hollywood, famous actors and actresses are now quarantined, being screened for the coronavirus; game shows are playing to an empty auditorium; and late-night talk shows must be talking to themselves, in front of an empty audience.

The world is shutting down . . . 

Work routines are being disrupted; nations are being quarantined, and everywhere, we wait.

I wonder: if this is what it takes for GOD to get our attention? Not that He does this out of the mercy of His heart . . . but is He using this global pandemic to cause us all to stop, to take stock, to repent, and to find Him? 

May it be so, O Lord, may it be so!

It is written: " For when Your judgments are in the earth, The inhabitants of the world will learn righteousness." (Isaiah 26:9)

Let's hold each other in prayer, while Almighty God brings us through the days that now lie ahead.

Capitol Hill Prayer Partners (CHPP) is a ministry which is positioned on Capitol Hill in Washington, D.C., helping members of the Body of Christ to "pray for those in authority over us" in our federal government. Our primary purpose is to offer intercession on site for the members of Congress and their staffs each day that the Senate and the House of Representatives are in session; and our chief prayer focus is that "God's will be done in earth, as it is in heaven." [Matthew 6:10].

Because Jesus Christ has shed His blood for all, we, too, pray for ALL, in a nonpartisan manner. [As of this writing, over the past three years, we have now "read through" the entire Word of God sixty-five times, nonstop. Hallelujah!]
