1. Mossad head: Saudi normalization ties close; post US election could see progress - Jerusalem Post

A normalization announcement between Israel and Saudi Arabia is close and there could be major developments following the US presidential elections depending on who wins, Mossad director Yossi Cohen has said in closed conversations, The Jerusalem Post has learned.

In the pre-dawn hours of Sunday morning, N12 reported that Cohen had said privately to those around him that the Saudis were waiting until after the US election, but that they could potentially announce normalization as a "gift" to the winner.

The implication from the N12 report was that such an announcement could even come almost immediately after the election. However, the Post has learned that the N12 report either misunderstood or did not fully flesh out what Cohen had said.

2. Anti-Israel Sudanese political leader boycotts normalization, slams Trump - World Israel News

Sudan's former Prime Minister Sadiq al-Mahdi on Saturday slammed an announcement by President Donald Trump that Sudan made peace with with Israel.

Al-Mahdi accused Trump of being racist against Muslims and Black people, and described Israel as an "apartheid state."

Al-Mahdi, who is the country's last democratically elected premier and heads the country's largest political party, said he withdrew from a government-organized religious conference on Saturday in the capital, Khartoum, in protest against Friday's announcement.

"This statement contradicts the Sudanese national law .. and contributes to the elimination of the peace project in the Middle East and to preparing for the ignition of a new war," al-Mahdi said in a letter to the conference.

3. 'A Stab in the Back': Arab-Israeli Party Condemns Israel-Sudan Peace - Jewish Press

The Arab-Israeli Balad political party issued a statement strongly condemning the normalization of relations between Israel and Sudan, the third peace treaty Israel has announced with a Muslim country in the past two months.

Balad stated that the agreement "is a sign of disgrace on the forehead of the Sudanese regime, a stab in the back of the Palestinian people, and a gift given to Israel without any return."

Prime Minister Benjamin Netanyahu announced on Friday "another dramatic breakthrough for peace, another Arab state joining the circle of peace. This time, it is normalization between Israel and Sudan. What a great turnaround!"

President Donald Trump, Sudanese Chairman of the Sovereignty Council Abdel Fattah al-Burhan, Sudanese Prime Minister Abdalla Hamdok, and Netanyahu spoke on Friday to "discuss Sudan's historic progress towards democracy and opportunities to advance peace in the region."

4. Israel to start coronavirus vaccine clinical trials next week - Israel National News

Upon completion of rigorous preparations and R&D, the Israel Institute for Biological Research (IIBR), has received all of the necessary approvals from the Ministry of Health and the Helsinki Committee to begin the most crucial stage in the development of a vaccine. Clinical trials for the vaccine will begin on Sunday, November 1st.

Defense Minister, Benny Gantz welcomed the approval for clinical trials: "This is a day of hope for the citizens of Israel, thanks to the researchers of the IIBR. Just two months ago I received the first bottle of the vaccine. Today we already have 25,000 vaccine doses and are starting the next phase of the test.

I would like to thank the dozens of researchers who work day and night on this national mission in full cooperation with the Ministry of Health. In this complex period, you are the 'commando unit' paving the way for the citizens of Israel. You took on a mission of international and historical importance. The defense establishment, Israeli government, and I will continue to provide you with the support and resources required to produce a safe and effective 'blue-and-white' vaccine. "

Clinical trials on human participants will be conducted over a period of several months, and will include three distinct phases.

5. IDF Launches 'Lethal Arrow' Exercise Simulating Multi-Front War - Algemeiner

JNS.org - The Israel Defense Forces on Sunday launched "Lethal Arrow," a large-scale, multi-front exercise with a focus on northern Israel. The purpose of the drill, which was planned in advance as part of the training program for 2020, is to improve the IDF's offensive capability and the coordinated operation of all ranks, the military said in a statement. The exercise involves the IDF General Staff, regular and reserve forces, air, sea and land arms, as well as the intelligence, logistics and cyber-defense divisions, according to the IDF. As preparation for the exercise, the IDF General Staff conducted training sessions for all division and battalion commanders, with a focus on assault doctrine and standardizing terminology.

1. Senate Advances Amy Coney Barrett's Nomination, Final Vote Expected Monday - The Epoch Times

The Senate voted 51-48 on Sunday along party lines to limit the debate on Judge Amy Coney Barrett's Supreme Court nomination. The final vote on her confirmation is expected on Monday.

The result sets up Barrett to be confirmed as soon as Oct. 26, handing President Donald Trump a decisive judicial victory ahead of Election Day.

Democrats, meanwhile, now can't filibuster her nomination this week. The vote limited debates over Trump's nominee to just 30 hours, which means the upper chamber could vote as soon as 7 p.m. on Oct. 26. (Read more)

2. Trump Casts In-person Vote in Florida - The Epoch Times

President Donald Trump cast his ballot on Saturday morning in West Palm Beach, Florida, after telling rally-goers the day before that he likes to vote in person, saying, "I'm old fashioned, I guess." Trump cast his ballot at a polling station at a public library near his Mar-a-Lago golf club. "I voted for a guy named Trump," the president told reporters afterward tongue-in-cheek. "It was a very secure vote, much more secure than when you send in a ballot," Trump said, repeating his often-repeated message that mail-in voting is more prone to fraud.

At Friday's rally in The Villages, Trump hit on a number of topics in making a case for his re-election, framing the choice as being one between "a Trump super-recovery and a Biden depression." Trump referred to Democratic presidential nominee Joe Biden's comments at Thursday's debate, when the former vice president warned of a COVID-19 "dark winter." The president told rally-goers: "It's a choice between optimism, patriotic vision for American success, or Joe Biden's dark, dismal, gloomy-did you hear what he said last night about darkness? Darkness, always darkness. What I'd say-gloomy vision. We're about the American dream."

During the debate, Biden said the Trump administration has "no clear plan" for fighting the CCP virus epidemic and warned a gloomy period was approaching. "We're about to go into a dark winter, a dark winter and he has no clear plan. And there's no prospect that there's going to be a vaccine available for the majority of the American people before the middle of next year," Biden said.

Trump countered the claim by saying, "I don't think we're going to have a dark winter at all. We're opening up our country. We've learned and studied and understand the disease, which we didn't at the beginning," before insisting that a vaccine was imminent. At Friday's rally, Trump said, "I'm always here to protect you, and love, cherish, defend our nation." (Read more)

3. Pence Calls On Joe Biden to Come Forward With Answers on Hunter Biden Scandal - The Epoch Times

The American people have a right to know what Joe Biden and his family have been up to,' Pence said. Vice President Mike Pence said Friday that Democratic presidential nominee Joe Biden should "come forward and come clean" about alleged foreign funds that recent reports claim were being channeled to his family with the involvement of his son, Hunter Biden.

"Joe Biden ought to come forward, he ought to answer questions about the laptop, about Hunter Biden, about these foreign funds flowing in the direction of his family," Pence told Fox News' Sean Hannity in an interview on Oct. 23. "The American people have a right to know what Joe Biden and his family have been up to," the vice president said.

Now we learn it's a lot deeper," Hannity said in the preface to his question to Pence. "Now we see Hunter Biden and the Biden family business getting $3.5 million from an oligarch in Russia, the first lady of Moscow. We see wire transfers with a Kazakhstan oligarch. We see a billion-five deal with the Bank of China ten days after Hunter flies with his dad on Air Force 2 over to China-no experience in private equity," Hannity continued.

"We have two of Hunter Biden's associates and partners in jail," Hannity said, adding, "Now we have a whistleblower here. We're only 11 days out, the media is basically, you know, running interference for all things Joe Biden. Do you think the message is getting through that he sold access to his office like this?"

Pence replied by saying that the scandal has become a hot topic after President Donald Trump challenged Biden in the claims during Thursday's debate, but then added, "Suddenly the media has lost any interest whatsoever in foreign impact or foreign efforts to influence people in American politics." Lord God, by Your mighty Hand, we decree that they will come clean about all of their illegal dealings, including: the $3.5 million deal with the first lady of Moscow; the wire transfers with the Kazakhstan oligarch; and the billion-five deal with the Bank of China. God, we decree that every single wicked scheme now be revealed and laid bare to the public eye, in Your name, amen.

4. Trump Transition Team Records Were Secretly Given to FBI and Mueller - The Epoch Times

The General Service Administration (GSA) secretly gave President Donald Trump's transition team records to then-special counsel Robert Mueller and the FBI in 2017, a report by two Senate committees says. Meanwhile, the GSA refused to provide Trump's transition team copies of its own records, according to the report.

GSA, the executive agency responsible for providing services to the transition teams of both Democrat and Republican candidates, had agreed to a memorandum of understanding with Trump's transition team. According to the memorandum, the records would be regarded as the private property of the transition team and the GSA would not retain those records at the conclusion of the transition.

The majority staff report released on Friday by Senate Committee on Homeland Security and Governmental Affairs and Senate Finance Committee shows GSA officials proactively contacted the FBI to ask if they should preserve Trump transition team records on Feb. 15, 2017, after Michael Flynn resigned as Trump's national security adviser. The agency then decided to preserve all of the Trump transition team's records after the FBI requested them to preserve records associated with Flynn.

The GSA officials' offer to the FBI to preserve the Trump transition team's records came after the removal process of the records had begun on Jan. 26, 2017, according to the terms of the memorandum. The removal process was stopped afterward. The GSA took this unsolicited action despite not receiving a formal preservation request until June 12, 2017. The GSA decided to not tell the White House or counsel for the Trump transition team about the preservation. The agency also refused to honor the team's request to access those records when requested.(Read more)

5. Pompeo Says State Department Will Release Clinton Emails, Likely Before Election - The Epoch Times

Secretary of State Mike Pompeo on Friday said that the State Department will release Hillary Clinton's emails and hinted that the disclosure may come before Election Day.

"We've got the emails, we're getting them out," Pompeo told Fox News on Oct. 9. "We're doing it as fast as we can. I certainly think there'll be more to see before the election."

"We're going to get all this information out so the American people can see it. You'll remember there was classified information on a private server, should have never been there, Hillary Clinton should never have done that, that was unacceptable behavior," Pompeo added.

. . . "You can see, whether it's Russia or China or Iran or the North Koreans who want to get their hands on this kind of information, classified information needs to stay in the right places. Secretary Clinton, when she was here at the State Department, did not do that," Pompeo said on Friday. (Read more)

6. U.S. hits highest daily number of coronavirus cases since pandemic began - Washington Post

The current surge is considerably more widespread than the waves from last summer and spring. The unprecedented geographic spread of the current surge makes it more dangerous, with experts warning it could lead to dire shortages of medical staff and supplies. Already, hospitals are reporting shortfalls of basic drugs needed to treat covid-19, the disease caused by the novel coronavirus.

And it's not simply a matter of increased testing identifying more cases. Covid-19 hospitalizations increased in 38 states over the past week. The number of deaths nationally has crested above 1,000 in recent days. The last time the country hit a new daily record for coronavirus cases - 76,533 on July 17 - just four states accounted for more than 40,000 of those cases: Arizona, California, Florida and Texas, according to a Washington Post analysis.

On Friday, 11 states accounted for that same lion's share of cases. And in the past two weeks, 24 states have broken their records for single-day highs of cases. More than 170 counties across 36 states were designated rapidly rising hotspots, according to an internal federal report produced Thursday for officials at the Department of Health and Human Services and obtained by The Post.

"One key way we got through previous waves was by moving health-care workers around. That's just not possible when the virus is surging everywhere," said Eleanor J. Murray, an epidemiologist at Boston University. (Read more)

7. Trump announces Israel-Sudan peace deal, has call with Netanyahu, Sudan leaders - Times of Israel

US President Donald Trump announced Friday that Sudan has agreed to make peace with Israel, making it the third Arab state to normalize ties as part of US-brokered deals since August. During a call with Prime Minister Benjamin Netanyahu, Sudan Sovereign Council president General Abdel Fattah al-Burhan and Sudanese Prime Minister Abdalla Hamdok, Trump brought reporters into the Oval Office and announced: "The State of Israel and the Republic of Sudan have agreed to make peace."

A senior Trump aide, Judd Deere, said that Sudan and Israel "have agreed to the normalization of relations."

"This is one of the great days in the history of Sudan," Trump said, adding: "For decades, Sudan has been at a state of war with Israel. They have . . . boycotted Israeli goods. There was no relationship whatsoever. Today's peace agreement will enhance Israel's security and end Sudan's long isolation from the world." "For much of recent history, the people of Sudan were ruled over by brutal Islamic dictatorships," Trump noted. "It was the home of Osama bin Laden, a place of terror, genocide, and many other tragedies." Today, "new democracy is taking root" and "the Sudanese transitional government has demonstrated its commitment to combating terrorism."

"It's just a new world," Netanyahu said over the phone as Trump took questions from the White House press corps in the Oval Office. "This truly changes the region. It changes the lives of all our peoples for the better. We are expanding the circle of peace so rapidly with your leadership," Netanyahu could be heard telling Trump, who responded by saying. "There are many, many more coming."

Sudan also confirmed the deal. "Sudan and Israel agreed to normalize their relations, to end the state of aggression between them," state TV said, reading a joint statement between Sudan, Israel and the United States. It was not specified when or even whether Israel and Sudan would open embassies in each other's countries. (Read more)

8. With Netanyahu on phone, elated Trump predicts 'one unified family' in Mideast - Times of Israel

With the leaders of Israel and Sudan on the phone in the Oval Office, a euphoric US President Donald Trump on Friday predicted peace throughout the Middle East and wider region, including between Israel and even Iran - in a "unified family" as never before. In extraordinary scenes in the Oval Office, Trump brought reporters into the room to hear much of the call, during which he announced that Israel and Sudan had agreed to make peace, and then set out far wider ambitions and predictions.

He said "at least five" other countries "want to come in" and join the UAE, Bahrain and now Sudan, added that "many more" will follow, indicated that Saudi Arabia would be one of them, and predicted that ultimately Iran would follow suit. After Trump stressed that a new accord with Iran would be contingent on the regime not getting nuclear weapons, Netanyahu weighed in to say that he would not oppose "a better deal" with Iran.

Asked by Trump, early in the part of the conversation heard by reporters, to comment on the new normalization process between Israel and Arab states, Netanyahu called it "mind-boggling." "It changes the lives of people," he said. "We're not engaging in bloodshed; we're not engaging in antagonism. We're engaging in cooperation for the present and the future . . . We're seeing the fruits of peace right now . . . days after signing these agreements," he enthused. "We've never seen anything like this."

Netanyahu noted that while "Iran is unhappy, Hezbollah is unhappy, Hamas is unhappy" with the series of accords, "but most everybody else is very happy and they should be, because peace is a good thing . . . What does it feel like? It's amazing." (Read more)

9. U.S. Embassy in Turkey issues alert on potential attacks - CNBC News

The U.S. Embassy in Turkey issued a security alert Friday, saying it received reports of a possible attack on Americans and other foreigners, and temporarily suspended consular services. "The U.S. Mission in Turkey has received credible reports of potential terrorist attacks and kidnappings against U.S. citizens and foreign nationals in Istanbul, including against the U.S. Consulate General, as well as potentially other locations in Turkey," the embassy said in a statement.

The embassy in Ankara, Turkey's capital, urged American citizens to exercise caution, including while at large in office buildings, shopping malls and other locations where foreigners gather. It said citizen and visa services would be temporarily suspended at all U.S. consulates in Turkey .

A U.S. Embassy spokesperson said: "The US mission to Turkey issued this notice as a result of our ongoing assessment of security conditions. The statement speaks for itself. We are grateful for the support of the Turkish government in ensuring the safety of Americans living in Turkey as well as Turkish citizens who visit our Embassy and Consulates." We thank You that the Turkish authorities have alerted us to this danger. We pray in the powerful Name of Jesus.

10. Putin: Russia-China military alliance can't be ruled out - AP

Russian President Vladimir Putin said Thursday there is no need for a Russia-China military alliance now, but noted it could be forged in the future. Putin's statement signaled deepening ties between Moscow and Beijing amid growing tensions in their relations with the United States. The Russian leader also made a strong call for extending the last remaining arms control pact between Moscow and Washington.

Asked during a video conference with international foreign policy experts Thursday whether a military union between Moscow and Beijing was possible, Putin replied that "we don't need it, but, theoretically, it's quite possible to imagine it." Russia and China have hailed their "strategic partnership," but so far rejected any talk about the possibility of their forming a military alliance.

Putin pointed to the war games that the armed forces of China and Russia held as a signal of the countries' burgeoning military cooperation. Putin also noted that Russia has shared sensitive military technologies that helped significantly boost China's military potential, but didn't mention any specifics, saying the information was sensitive.

"Without any doubt, our cooperation with China is bolstering the defense capability of China's army," he said, adding that the future could see even closer military ties between the two countries. "The time will show how it will develop," the Russian president said, adding that "we won't exclude it." (Read more)

Trump Publishes Major E.O.


Trump's historic assault on the civil service was four years in the making

President Trump's extraordinary directive allowing his administration to weed out career federal employees viewed as disloyal in a second term is the product of a four-year campaign by conservatives working from a ­little-known West Wing policy shop.

Soon after Trump took office, a young aide hired from the Heritage Foundation with bold ideas for reining in the sprawling bureaucracy of 2.1 million came up with a blueprint. Trump would hold employees accountable, sideline their labor unions and give the president more power to hire and fire them, much like political appointees.

The plan was a counterweight to the "deep state" Trump believed was out to disrupt his agenda. Coordinating labor policy for the White House's Domestic Policy Council, James Sherk presented his bosses with a 19-page to-do list titled "Proposed Labor Reforms." A top category was "Creating a government that serves the people."

The result this week threatens to be the most significant assault on the nonpartisan civil service in its 137-year history: a sweeping executive order that strips job protections from employees in policy roles across the government. Exactly which roles would be affected will be up to personnel officials at federal agencies, who were tasked on Friday with reviewing all of their jobs and deciding who would qualify.

The order, a year in the making after delays caused by the coronavirus pandemic, came less than two weeks before Trump will ask voters for a second term. Still, it was not a last-minute idea or presidential whim. Rather, the wonky-sounding "Executive Order on Creating Schedule F in the Excepted Service" is a crowning achievement of conservative policy on the civil service.

Civil service experts and union leaders have assailed the order as an effort to impose political loyalty tests on a nonpartisan workforce. The directive likely would not survive if Joe Biden is elected president.

A day after issuing a directive crafted in such secrecy that senior officials across the government had no idea it was coming, Trump railed to donors that he presides over a government of miscreants.

"Somebody said, President, what's the toughest country to deal with? Is it Russia? Is it China? Is it North Korea?" Trump told attendees at a fundraiser before Thursday's debate in Nashville, saying it was harder to deal with officials inside his own government than with North Korea or Russia, according to one person who was there.

"No, the toughest country by far is dealing with the United States," Trump said. "It's true. These people are sick."

The president went on to denigrate civil servants who served in government before his election.

"Well, you have a lot of people from past administrations, and they're civil service. I fired some," he said, referring to his efforts to purge several career diplomats and others who testified against him during last year's impeachment hearings.

"I say some, just get rid of them," the president continued. "We had a lot of them come to the floor during the impeachment hoax. You see them coming in with their bow ties and everything. It's a weird deal," Trump said. "We have some pretty deep-set, deep-seated people - we got a lot of them, and we got rid of a lot of them."

Trump has dispatched Johnny McEntee, a 30-year-old aide viewed as deeply loyal to the president, to cull disloyal employees from agencies, vet potential hires and report back on his findings. McEntee has frustrated a range of Cabinet secretaries and administration officials with his moves. But McEntee has told others he is sniffing out perceived disloyalty, making personnel moves and questioning aides for the president because too many officials have had their own agendas for too long.

The White House has declined to say how many jobs would be swept into a class of employees with fewer civil service rights, but civil service experts and union leaders estimated anywhere from tens of thousands to hundreds of thousands in the 2.1 million-strong workforce. Each administration names about 4,000 political appointees, who typically change with each administration.

On Friday, civil servants and their allies in Congress agonized over the possibility of being reclassified into a new job category that gives them no recourse to fight actions their supervisors take against them. Union leaders met with their attorneys to review their legal options. Experts on the civil service opined that the Trump White House had pushed yet another boundary in its expansive interpretation of a president's power.
